Tall, silent, and spectral, Whispers slips through shadows with surgical precision. While many of Canine’s collaborators now are (at least officially) public servants who work for the government, you will never find Whispers on any register. He will never appear as a documented ally, and that’s exactly how he prefers it. Whispers works only with President Canine, though you’d never know it, because Whispers leaves no trace.

With President Canine having an image as public as ever, his closest confidants are the ones with the most refined processes, and they're also the ones you see the least. Like Bruno the Butcher. Like Whispers.
