The probabilities of obtaining Fragments and full units are different. You can check this information in the Probabilities popup.

Whenever a summon is performed, you will get either a whole unit of any rarity or Fragments of an Epic or Legendary unit. Fragments of lower rarities don't exist.

There are equal chances of summoning 1, 3, or 5 Fragments.
